Yes, at the point he formally presents his credentials. Since Demento has kicked the ZA ambassador out under the usual bullshit pretext, cut off critical aid to the country and insulted the government, I see no reason to accept the US envoy, who is a former avowed Apartheid supporter on top of being the usual MAGA asshole.

South Africa should refuse to grant what is called “agrement” in diplo-speak. Any country can refuse to accept a proposed ambassador. I hope they do. This is a deliberate provocation.

I have just made up what might actually be the reason for this patently unacceptable appointment. Remember that the South African ambassador was declared persona non grata and sent home? And I thought that he might have been sent here to say what he said, knowing that might happen? So sending this grotesque guy may well be with the expectation that he will be immediately thrown out too. In the odd world of international diplomacy, stranger things have happened.

But I still think that being deliberately insulting like this won’t help the US cause.

I voted for a second option; the one I'd suggest is "It's so revolting that I want to scream and throw up at the same time. However, for this current regime, which seems to loaded with people in charge of offending the most people in the worst ways at every possible turn, it's anything but unbelievable."
